Tool use in AI agents is the ability for an agent to call external tools, such as databases, APIs, calculators, or document systems, to complete a task. In banking, it means the AI does not just generate text; it can fetch account data, check policy rules, look up transaction history, or trigger a workflow before answering.

How It Works

Think of an AI agent like a bank clerk with access to a desk full of systems.

The clerk does not guess whether a customer is eligible for a fee waiver. They check the core banking system, review the policy manual, and maybe confirm the case in the CRM before giving an answer. Tool use is the same pattern: the model decides when it needs outside information, calls the right system, reads the result, and then produces a response.

A simple flow looks like this:

  • A user asks a question or gives an instruction.
  • The AI agent interprets the request.
  • If it needs facts or actions beyond its own training data, it selects a tool.
  • The tool returns structured data.
  • The agent uses that data to respond or take the next step.

For compliance teams, the key point is that tool use creates a boundary between:

  • what the model “thinks”
  • what it can verify
  • what it is allowed to do

That boundary matters. A model alone can produce plausible but wrong answers. A model with tool use can be constrained to check approved sources before acting.

Here’s a practical analogy: imagine a mortgage underwriter with three binders on their desk:

A retail bank deploys an internal AI assistant for frontline staff handling card dispute cases.

A customer says: “I don’t recognize this card payment from last night.”

Without tool use, the assistant might summarize generic dispute steps. With tool use, it can do something much more useful:

  1. Retrieve the transaction from the card processing system.
  2. Check whether the merchant category matches known high-risk patterns.
  3. Pull the customer’s recent travel notice from CRM.
  4. Review dispute policy for time limits and provisional credit rules.
  5. Draft a case summary for the agent to review before submission.

Example workflow:

User: Customer disputes transaction ID 884211.
Agent:

  - returns recommended next step + rationale

What compliance gets from this design:

  • The assistant is grounded in current records.
  • The response is tied to documented policy.
  • The final action can still require human approval.
  • Logs show exactly which systems were accessed.

What compliance should watch for:

  • Was the assistant allowed to see all fields returned by those APIs?
  • Did it access only what was necessary for the task?
  • Was any decision automated without required human review?
  • Are there retention rules for prompts and tool outputs?

This is where governance matters more than model quality alone. A strong model with weak tool controls is still a control failure waiting to happen.
