What is state machines in AI Agents? A Guide for engineering managers in insurance
State machines are a way to model an AI agent as a set of defined states, with rules that control when it can move from one state to another. In practice, a state machine makes an agent behave predictably by limiting what it can do next based on its current status and the events it receives.
How It Works
Think of a state machine like an insurance claim moving through your operations pipeline.
A claim does not go from “submitted” straight to “paid” unless specific conditions are met. It moves through states like:

Each state has allowed transitions. If the claim is in needs_more_info, the next valid move might be customer_response_received, which sends it back to triaged or forward to under_review.
That is the core idea behind state machines in AI agents:
the agent is not “thinking freely” at every step. It is operating inside a controlled workflow.
For engineering managers, the easiest analogy is a vending machine.

- •If you select an item that is out of stock, it should not pretend success.
- •If payment fails, it returns to a known state instead of guessing what to do next.
An AI agent with a state machine works the same way. The model may generate text or classify inputs, but the system decides what actions are allowed based on the current state.
