Agents are AI systems that can plan, take actions, and use tools to complete a task. Chatbots are AI systems that mainly respond to user messages by generating answers, without independently executing multi-step work.

How It Works

Think of a chatbot like a well-trained call center script. A customer asks a question, the bot answers from its knowledge or retrieval source, and the interaction ends there.

An agent is closer to a junior operations analyst with a checklist and access to internal systems. It can receive a goal, break it into steps, decide which tool to use next, and keep going until the task is done.

For banking compliance, that difference matters:

  • A chatbot might explain KYC requirements.
  • An agent might review a customer file, detect missing documents, request them through the right workflow, log the activity, and escalate if the case hits a risk threshold.

A simple analogy:

  • Chatbot = receptionist
  • Agent = coordinator

The receptionist answers questions and routes people. The coordinator not only answers, but also opens tickets, checks status across systems, follows up, and closes the loop.

Under the hood, agents usually have four parts:

  • Goal input — what needs to be achieved
  • Reasoning/planning — what steps should happen next
  • Tool use — APIs, databases, ticketing systems, policy engines
  • Memory/state — what has already happened in this workflow

A chatbot usually has fewer moving parts. It may use retrieval to answer from policy documents or FAQs, but it does not typically decide to act across systems unless it has been explicitly built as an agent.

Why It Matters

Compliance officers should care because the difference changes the control model.

  • Accountability changes

    • A chatbot gives information.
    • An agent can trigger actions.
    • If an AI system can submit cases, approve exceptions, or update records, you need clear ownership and approval boundaries.
  • Operational risk increases with autonomy

    • The more steps the system can take on its own, the more failure modes you must manage.
    • Wrong tool calls, stale data, bad escalation logic, and incomplete audit trails become real issues.
  • Auditability becomes mandatory

    • Chatbots need conversation logs.
    • Agents need full action traces: what they decided, which tools they used, what data they touched, and why they moved to the next step.
  • Policy enforcement must be explicit

    • A chatbot can be constrained at the response layer.
    • An agent needs guardrails at every step: identity checks, approval gates, segregation of duties, and restricted tool access.

Here’s the practical rule:
If the system only explains policy, treat it like a chatbot.
If it can execute policy-adjacent work in production systems, treat it like an agent and apply stronger controls.

Real Example

A retail bank receives a suspicious transaction alert for a business customer.

Chatbot version

The compliance analyst asks:

“What does this alert mean?”

The chatbot responds with:

  • The transaction amount
  • The reason code
  • The relevant AML policy section
  • Suggested next steps for manual review

It does not open cases or contact anyone. It is informational support only.

Agent version

The compliance analyst says:

“Investigate this alert.”

The agent then:

  1. Pulls transaction history from core banking
  2. Checks customer risk rating
  3. Reviews prior SAR-related flags
  4. Compares activity against expected behavior
  5. Drafts an internal case summary
  6. Creates a case in the compliance workflow system
  7. Escalates to a human reviewer if thresholds are met

That is materially different from a chatbot. The second system is operating inside your control environment.

For banking compliance teams, this means you must ask:

  • Can it only answer?
  • Or can it act?
  • If it acts:
    • What systems can it touch?
    • What approvals are required?
    • What evidence is stored?
    • Can a human override it before execution?

That distinction drives your governance model more than the AI label does.
